Menifee City Council Candidate Randy Madrid Charged with Felony Perjury and Election Fraud Charges

RIVERSIDE – District Attorney Mike Hestrin announces that candidate for the Menifee City Council, Randolph (“Randy”) Madrid, was charged on Sept. 10 with multiple criminal offenses following a public corruption investigation.
Randolph Oscar Madrid, DOB 5/29/1953, was charged with registering to vote and filing candidacy paperwork using residential addresses where he did not live, resulting in four felony counts:
Count 1: Penal Code section 118(a), Perjury, on or about June 2, 2026
Count 2: Elections Code section 18100(a) Causing, Procuring, or Allowing False Voter Registration on or about June 2, 2026
Count 3: Penal Code section 118(a), Perjury, on or about July 14, 2026
Count 4: Elections Code section 18203, Filing a False Nomination or Declaration of Candidacy, on or about August 5, 2026
The case was initiated after investigators with the Riverside County District Attorney’s Office received an official complaint regarding Madrid’s residency status. A subsequent investigation determined that Madrid did not live within the City of Menifee, despite claiming to do so on his official registration and candidate filing paperwork.
If convicted on all counts, Madrid faces a maximum of five years in state prison. Madrid surrendered at the District Attorney’s Office on September 10, 2026, and was booked at the Robert Pressley Detention Center, where he was released after posting $30,000 bail. He is scheduled to appear in court for an arraignment hearing on October 23, 2026.
The case, FERI2605272, is being prosecuted by Deputy District Attorney Natasha Sorace of the District Attorney’s Public Integrity Unit.
